Impersonating an officer

Chapel Stephen V. Chapel, 47, of the 5200 block of Reids Pointe Road in Glen Allen was charged with impersonating a police officer and improper mounting of license plates.

According to police reports, Chapel's vehicle resembled an unmarked police car. On April 8 he attempted to pull over a car on I-95 around 2 p.m. using a siren and hand signals. The victims did not comply and called police.
