07AN0182:* In Matoaca Magisterial District, DOUGLAS R. AND SUSAN S. SOWERS appeal the decision of the Director of Planning that the applicant does not have a vested right to develop the property contrary to the requirements of the Chesapeake Bay Preservation Act and Resource Protection Area of the County's Zoning Ordinance. 07AN0271: In Bermuda Magisterial District, TIA SUZANNE SHEFFIELD FIELD requests a Variance to use a parcel of land which has no public road frontage for dwelling purposes in an Agricultural (A) District and amendment of zoning district map. The density of such amendment is approximately 0.27 unit per acre. The Comprehensive Plan suggests the property is appropriate for residential use of 2.51-4.0 units per acre. This property is known as 14031 Happy Hill Road. Tax ID 794-645- 0004. 07AN0278: In Matoaca Magisterial District, DIXIE STELL requests a Variance to use a parcel of land which fronts a dedicated but unimproved public road for dwelling purposes in an Agricultural (A) District and amendment of zoning district map. The density of such amendment is approximately one (1) unit per acre. The Comprehensive Plan suggests the property is appropriate for residential use of 1-5 acre lots. 07AN0286: In Bermuda Magisterial District, KEVIN HOUGHTON requests a Variance to use a parcel of land which has no public road frontage for dwelling purposes in a Residential (R-7) District and amendment of zoning district map. The density of such amendment is approximately one (1) unit per acre. The Comprehensive Plan suggests the property is appropriate for residential use of 2.5 units per acre or less. 07AN0267: In Matoaca Magisterial District, DANNY W. AND KATHRYN D. GARRISON request a Special Exception to permit the keeping of three (3) dogs in a Residential (R-15) District and amendment of zoning district map. The density of such amendment will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for residential use of 1-5 acre lots. This property is known as 10406 Chesdin Ridge Drive. Tax ID 754-622- 8408 (Sheet 40). 07AR0264: In Bermuda Magisterial District, YUNSUN S. BAGGETT requests renewal of Special Exception 05AN0190 to operate a one (1) chair beauty shop from the home in a Residential (R-7) District. The density of such amendment will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for residential use of 2.5 units per acre or less. This property is known as 3410 and 3420 Wood Dale Road. Tax IDs 792-659- 7301 and 8501 (Sheet 26).

07AR0273: In Matoaca Magisterial District, J. M. AND SARAH R. STARGARDT DOYLE request renewal of Special Exception 02AN0167 to operate a one (1) chair beauty shop from the home in a Residential (R-15) District. The density of such amendment will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for rural conservation use. This property is known as 14231 Puritan Road. Tax ID 721-654- 8282 (Sheet 23).

*This case was deferred at a previous session of the Board of Zoning Appeals to their April 4, 2007, meeting.

PUBLIC NOTICE NOTICE IS HEREBY GIVEN that a public hearing will be held pursuant to Section 15.2-2606.A of the Code of Virginia, 1950, by the Board of Supervisors (the "Board of Supervisors") of the County of Chesterfield, Virginia (the "County"), on Wednesday, April 11, 2007, at 6:30 p.m., local time, in the County Public Meeting Room at the Chesterfield County Administration Building, 9901 Lori Road, at the Intersection of Route 10 and Lori Road, Chesterfield, Virginia 23832, with respect to the proposed adoption by the Board of Supervisors of a resolution to authorize the County to contract a debt and issue its Water and Sewer Revenue Bonds in the principal amount of not to exceed $53,000,000 for the purpose of financing the costs of extensions, additions and capital improvements to, or the renewal and replacement of capital assets of, or purchasing and installing new equipment for, the water and sewer system of the County.

The members of the public are invited to attend the public hearing and to appear and present their views on the proposed resolution.

The full text of the proposed resolution is on file in the office of the Clerk of the Board of Supervisors of the County, Room 504, Chesterfield County Administration Building, 9901 Lori Road, Chesterfield, Virginia 23832, and may be examined by all interested persons between the hours of 8:30 A.M. and 5:00 P.M., local time, Monday through Friday.

The public hearing will be held at a public facility designated to be accessible to persons with disabilities. AN ORDINANCE to vacate a 50' unimproved county right of way known as Ponce De Leon Road within Fuqua Farms Subdivision, Section D, as shown on a plat by J. K. Timmons & Associates, dated February 8, 1968, recorded March 8, 1968, in the Clerk's Office, Circuit Court, Chesterfield County, Virginia, in Plat Book 16, at Page 31.
