Board approves more homes in western Chesterfield The Chesterfield Board of Supervisors approved several residential rezonings last week - the largest one unanimously overriding the recommendations of denial from the planning commission and planning department. Developer Vernon McClure agreed to pay for full proffers of $12.1 million for Cosby Village, a 775 home development on 79 acres, located on the western border of Cosby High School. The neo-traditional development will mix residential with commercial development and include an assisted living facility. At build-out, it will generate 412 students for the county schools. About half of the speakers during the public hearing recommended the project. Transportation Director John McCracken endorsed the project for the road improvements that it brings, including extending Village Square Parkway as a collector road westward parallel to Hull Street Road. "Mr. McClure has agreed to everything we've asked," said McCracken. The Foxcroft Association recommended approval because the new road system will reduce traffic through its neighborhood. The commission's vote for denial last month narrowly prevailed on a 3-2 vote. The planning staff opposed the rezoning because the county's land use plan does not include commercial development at the intersection of Cosby and Otterdale roads. Duval Road Pristine Development LLC received approval for 378 single-family homes on 189 acres on Duval Road 1.5 miles west of Otterdale Road. The developer will pay $5.9 million for the services - mostly roads and schools - that the new residents will require. Hickory Road The board approved the Hickory Road LLC proposal, also in Matoaca District, for 22 homes on 54 acres west of Graves Road. The developer is paying the full cash proffer of $344,000. Old Hundred Road The board followed the recommendations of the planning commission and the planning staff for 300 townhouses on 59 acres across from Swift Creek Middle School. Genito Road Townes LLC will build 80 townhouses starting at $300,000 each on 18 acres next to Genito Crossing Shopping Center at Hull Street and Genito roads. The commission recommended approval, but the planning staff, citing concerns about the health, welfare and safety, recommended denial. Powhite extension The board delayed a decision to create a Commercial Development Authority for Magnolia Green by one month. The authority would likely raise property taxes for the large planned community to offset the cost of providing roads and other services. A public hearing for a Powhite Parkway Extension West Service District is under consideration. County officials are also negotiating with Magnolia Green for road improvements with four-lane divided roads for Otterdale Road from Hull Street Road to Woolridge Road and then Woolridge Road to the Swift Creek Reservoir. |
