Bayne faces uphill battle against incumbent Warren

Unknown within the district and without money to increase his awareness, Independent Floyd Bayne is unlikely to beat incumbent Republican Art Warren in the Clover Hill supervisor race, predict local Republicans and Democrats.

According to his latest campaign finance report, Bayne has $117 of his original $155 in his account. Warren's campaign report showed a balance of $16,500 and relatively little activity compared to four years ago when his campaign signs and advertising were prevalent.
At the Chesterfield County Chamber of Commerce debate last month, Bayne argued that Warren has helped the county board pass too many rezonings, making roads congested and crowding classrooms. But without funding, he is unable to make his case to voters.
During an earlier interview, Bayne said the property tax rate last year should have been two cents lower than the current rate of 97 cents. Warren was one of two supervisors who voted for the 95 cent rate.
But the tax rate is one of the few commonalities between the two candidates. Bayne and Warren differ widely on many issues.

Bayne doubts increasing the number of members on the county board is necessary, preferring to avoid the extra cost. Warren wants to increase the size of the board to make board members more accessible to constituents.
On residential proffers, Bayne opposes increasing the maximum of $15,600 because it is passed onto homebuyers. Warren wants proffers "to reflect the true cost of new development."
Bayne opposes paying for a cloverleaf to connect Meadowville Technology Park to I-295 with county funding. Warren says county money should be one option, and the cloverleaf is necessary to better balance the county's tax base.
