Bad manners lead to arrests

Several men recently learned a lesson in manners and modesty when they were arrested for urinating in public.

According to police, Alex R. Ramos, 31, of an unknown address, and Jorge Vasquez, 25, of the 4100 block of Glenndale Road, were arrested on Oct. 27 at 4:30 p.m. for public indecency.

In a separate incident, Harvey L. Williams, 33, of no known address, was arrested on Oct. 21 at 6:25 p.m. for indecent exposure after he was caught urinating in the parking lot of a convenience store.

Crimes against nature arrest

A 33-year-old county man was arrested on Oct. 27 after he allegedly bought alcohol and then engaged in consensual sexual activity with an older teenager. Nathan E. Daniel, of the 400 block of Keithwood Court, is charged with contributing to the delinquency of a minor and crimes against nature. Police declined to release additional details since the matter involves a juvenile.

Child's death leads to prison time

A county woman will serve one year in prison for the asphyxiation death of 16-monthold Noah Alexander Colassaco in October last year.

Elizabeth P. Noakes, 42, was sentenced to five years in prison with four years suspended for the involuntary manslaughter of the toddler. According to reports, she could be on suicide watch for much of her time in prison since Noakes has expressed a great desire to die for her crime, said her psychiatrist during the sentencing in Chesterfield Circuit Court late last month.

Noakes is a mother herself and regularly cared for other children in her home On Oct. 18 last year, Noakes discovered Noah with his neck caught between the top of his crib and a cardboard divider she had placed on top, weighted down with a dog crate, to keep the boy from standing up during naptime.

Noakes had left Noah playing with his ball more than three hours earlier. She tried to resuscitate the boy, but her efforts and those of emergency personnel were unsuccessful.

County lawsuit may be dropped

The Norfolk attorney who sued the county may non-suit a petition for declaratory judgment this month if he determines Chesterfield has the legal right for laying a water line on property owned by his River Road client. Attorney Chuck Lollar of Waldo & Lyle said he's checking court records to see if money was deposited for the value of the land even though landowner Wayne B. Campbell doesn't agree with the county's offering price. Lollar also wants to confirm that the variable width easement for the 42-inch water line going through his client's property at 12830 and 12840 River Road is really for a public purpose and not private development.

Campbell rejected the county's offer of $4,715 for the land but hasn't received any money yet. A private contractor hired by the county has already finished installing the water line.

Assuming the suit is dropped, Lollar expects Chesterfield to petition for condemnation so a price acceptable to Campbell can be set for the land.
