Chesterfield County sent another message to the General Assembly and the development community at last week's planning commission meeting: don't mess with our revenue. The commission was the latest to discuss legislation proposed by State Sen. John Watkins that would do away with proffers and replace them with impact fees of $7,500 per new home. More ... The bill proposes doing away with proffers and substituting a flat impact fee of $7,500 for all new homes. The fee would include those lots that were rezoned prior to proffers. County planners are discussing hiring an outside consultant to develop a countywide comprehensive plan without "destroying" the existing 21 sub-plans. The current timetable calls for issuing a request for proposals this April with a completion date for the plan by September 2010. More ... Samuel H. White, 53, of 14108 Granite Point Rd. in the Glebe Point subdivision, died after an explosion on his property on Feb. 18 around 1:23 p.m. Police believe White, a Civil War buff, was cleaning a military ordnance when it exploded. Debris from the explosion traveled approximately a quarter mile away and struck a residence in the 6800 block of Berkley Davis Court. Police evacuated subdivision residents while an investigation was conducted. Residents were allowed back in on Feb. 19. More ... Chesterfield County has earned national recognition for the second year in a row by placing 45th on Training magazine's Top 125 for 2008, an annual ranking of organizations in employee training and development. Chesterfield is the only local government recognized and also moved up from a 53rd place ranking in 2007. More ... The design was simple: a two-story, dark red brick, box-shaped building with a few steps leading to an entrance of triple-glass doors. Although just a short distance from the highway, this historic school named after the African-American educator and inventor of peanut agricultural science, George Washington Carver, was almost hidden and easy to pass by. Linwood Holton, talked about attending classes on the first day Richmond schools became integrated during the county's 18th Annual Black History Month Breakfast. GRTC Transit System paid tribute to Rosa Parks by reserving the first seat of every bus (bottom) on Feb. 20.
