DRAFT ENVIRONMENTAL

ASSESSMENT FOR THE VIRGINIA STATE ENERGY PROGRAM’S CEPHAS

C&D WASTES BIOMASS PROJECT,

RICHMOND, VIRGINIA

Through the American Recovery and Reinvestment Act of 2009 (Public Law 111-5, 123 Stat. 115), the U.S. Department of Energy (DOE) proposes to allow the Virginia Department of Mines, Minerals, and Energy (DMME) to use $500,000 from the State Energy Program (SEP) grant that DOE awarded to Virginia to provide financial assistance in a cost-sharing arrangement to Cephas C&D Wastes (Cephas). The total estimated cost of the project would be $1,259,900. Cephas’ proposed project would result in the construction and operation of a new open loop biomass manufacturing facility. The proposed facility would bring in woody debris, trees, pallets, etc. and prepare chipped wood products for use in their customers’ energy producing facilities. DOE prepared the Draft Environmental Assessment (EA) to evaluate the potential environmental consequences of allowing DMME to provide financial assistance to Cephas for its proposed project. DOE is inviting public comment on the Draft EA for a period of 15 days starting with publication of this notice. A copy of the Draft EA is available for review at the City of Richmond Main Public Library, 101 East Franklin Street, Richmond, Virginia, 23219 (804-646-4774. A copy will also be available at the Broad Rock Branch Library located at 4820 Warwick Road, Richmond, Virginia 23224 (804-646-8488).
