The Planning Commission of Chesterfield Co on Tuesday September 18 2012 beginning at 6:00 pm in Public Meeting Rm at 10001 Iron Bridge Rd Chesterfield Va will consider following requests. If all items cannot be completed on Tuesday September 18 2012 meeting will be recessed to Thursday September 20 2012 at 6:00 pm in Public Meeting Rm. An Ordinance to amend the Code of the County of Chesterfield, 1997, as amended, by amending and re-enacting Sections 19- 55, 19-56, 19-57, 19-58, 19-59, 19-60, 19- 61, 19-62, 19-63, and 19-301 of the zoning ordinance relating to the Floodplain Management Regulations and Dam Break Inundation Zones. The amendments would enact changes to the County’s floodplain ordinance as required by the Federal Emergency Management Agency and the Commonwealth of Virginia and as otherwise necessary. Among other things, the amendments: (1) set forth the purpose of the floodplain management ordinance and the lands subject thereto, (2) clarify the County’s duties with respect to floodplain management; (3) substitute new nomenclature and standards for Special Flood Hazard Area (SFHA) Districts and flood zones, including floodways and floodway fringe zones; (4) clarify standards for construction within SFHA Districts; (5) eliminate certain permitted uses within floodways; (6) require submission of elevation certificates to the County; (7) establish standards for exceptions and processes for appeals to the Board of Zoning Appeals; (8) address existing structures in floodplain districts; (9) provide for enforcement of the ordinance; and (10) provide and revise applicable definitions. An Ordinance to amend the Code of the County of Chesterfield, 1997, as amended, by amending and re-enacting Sections 19- 301 and 19-175 of the zoning ordinance related to alternative financial institutions. The amendment would define an alternative financial institution as including check cashing establishments, motor vehicle title lenders, pawnbrokers, payday lenders, and precious metals dealers not accessory to a jewelry or coin store and allow these uses in a C-5 district by conditional use. The amendment further defines consumer finance companies and permits these uses in a C-5 district as conditional uses.
