Former sheriff’s deputy charged with carnal knowledge of inmate

Stephen NealStephen NealThe Chesterfield County Sheriff’s Office has announced that a former deputy, Stephen C. Neal, age 51, of Key Deer Drive in Chesterfield, was arrested Tuesday and charged with one count of carnal knowledge of an inmate. The offense involved a female inmate and occurred on March 5, 2018, while Neal was serving as a deputy sheriff and on duty assigned to the jail.

Upon learning of the incident, the Sheriff’s Office immediately conducted an internal investigation that concluded with Neal’s termination. At the same time, the office requested that the Chesterfield Police Department conduct a criminal investigation, which resulted in the criminal charge.

Neal had been employed with the Chesterfield Sheriff’s Office for just over a year – from January 17, 2017, to March 5, 2018. He was taken into custody without incident on the charge and is being held without bond.

Carnal knowledge of an inmate is a Class 6 felony punishable with a term of imprisonment of not less than one year nor more than five years, or in the discretion of the jury or the court trying the case without a jury, confinement in jail for not more than 12 months and a fine of not more than $2,500, either or both.
