Developers see residential opportunities in Chesterfield’s aging office parks

In the late 1970s and ’80s, office park developers began luring companies to the suburbs from downtown Richmond with the promise of abundant space, cheaper rents, free parking and proximity to the single-family subdivisions where many of their employees lived.
